Preheat your oven to 375°F (190°C).
Toss the chicken with salt, pepper, paprika, garlic powder, and olive oil.
Spread uncooked rice in a greased baking dish. Add carrots, onions, butter, chicken broth, salt, and pepper. Stir together.
In a saucepan, combine honey, soy sauce, garlic, ketchup, vinegar, and ginger. Simmer for 2 minutes. Stir in the cornstarch slurry and cook until slightly thickened.
Place the seasoned chicken over the rice and brush generously with honey garlic sauce, reserving some sauce for serving.
Cover tightly with foil and bake for 35–40 minutes. Remove the foil and bake another 10–15 minutes, until the rice is tender and the chicken reaches 165°F internally.
Brush with reserved sauce (reheat it first if it touched raw chicken). Broil for 2–3 minutes until golden and sticky, watching carefully.
Sprinkle with chopped green onions and serve hot.
Tip: If the rice needs more time, add a splash of hot broth, cover, and continue baking. For a glossy restaurant-style finish, brush the chicken with extra honey garlic glaze just before serving.
