The method

In a mixing bowl, combine sugar, cocoa powder, and cornstarch.
Add milk and water to the mixture and stir until smooth.
In a separate bowl, whip the all purpose cream until it forms soft peaks.
Fold the whipped cream into the chocolate mixture.
Layer the storebought chocolate cake in a serving dish.
Pour the chocolate mixture over the cake layers.
Sprinkle chocolate chips on top.
Chill in the refrigerator until set.
Before serving, dust with unsweetened cocoa powder.
