Season chicken with salt, pepper, garlic powder, onion powder, and smoked paprika. Sear in 1 tablespoon of oil until golden and reaches 165°F, then rest and slice.
Cook pasta until al dente. Reserve ½ cup of pasta water before draining.
In the same skillet, add butter and remaining oil. Add onions and a pinch of salt. Cook over medium-low heat for 20–25 minutes until deeply caramelized.
Add garlic and red pepper flakes; cook for 30 seconds. Stir in flour, then chicken stock, Worcestershire sauce, and heavy cream. Simmer until slightly thickened.
Reduce heat to low and stir in Parmesan. Add pasta and enough reserved pasta water to make the sauce creamy and glossy.
Finish with lemon juice, parsley, and optional chili oil. Top with sliced chicken and extra Parmesan.
